2015年5月27日至29日，在反法西斯战争胜利70周年之际，张乃根教授应邀作为中国国际法学界的学者代表，出席由俄罗斯联邦司法部主办的圣彼得堡国际法论坛。毕业于圣彼得堡大学的俄罗斯联邦政府总理梅杰韦耶夫亲自出席27日下午的论坛开幕式并致辞。86个国家的1500多位专家学者，包括61个官方代表团，参加在冬宫附近原总参谋部大楼内举行的该全球性论坛。

张乃根教授以嘉宾身份应邀出席28日下午12点半至14点的“国际法/法治”专场，和上百位与会者一起讨论“多边体系中的单边制裁：法律挑战”，并以《单边制裁：缺乏联合国宪章的法律依据》为题，用英语作了主旨发言，其中分析了去年以来因乌克兰危机引起美国与欧盟对俄罗斯实施经济制裁的严重后果，根据联合国宪章探讨了多边主义与单边主义的当代对峙，认为单边主义缺乏宪章的法律依据，参照世界贸易组织的争端解决机制，提出宪章秩序下的全球多边治理设想，包括改革安理会，完善经社理事会，提升新的人权理事会，构建面向未来的“三重”理事会体制。
